Vinod Kumar Duggal is an Indian civil servant. He served as Home Secretary.[1] He belongs to the 1968 batch of IAS.[2]

Early life

Vinod Duggal went to National Defense Academy and later appeared for civil services.

Career

Vinod Duggal also worked as a Secretary, Water Resources, in 2005.[3] In 2009, he was appointed as a member-secretary of the Srikrishna committee on Telangana.[4]

He is also a member of the Justice Punchhi Commission on Centre-State relations.[5]

Controversies

He served as the Sri Krishna Committee member to look into the demand of Telangana state Srikrishna committee on Telangana. His role in the committee report has become controversial as he prepared a secret 8th chapter beyond the terms and conditions that was assigned to this committee, the 8th chapter recommends un-democratic ways to the Government of India to weaken the Telangana movement; like media management, sensiting Congress Leaders who are pro-Telangana, weakening the leaders and Parties who are active in Telangana agitation, booking false cases on Osmania University students, and recommending the type of bullets to be used to fire at agitating students. The AP High court took serious exception to this report [1]. There are serious allegations that VK Duggal colluded with Seemandhra politicians to give false report on Telangana, this is evident from his attending the private parties hosted by Seeemandhra politicians even during the process of writing report on Telangana [2]
